In order for an administration to provide better services and opportunities to the population, it must have open and receptive governments that are willing to listen to the citizens who want to contribute to improve the policies and management of public affairs: Citizen Participation, participation by all of the men and women who wish to involve themselves in the problems that affect them, contributing points of view, concerns, and solutions.
